Waiting for an arriving passenger
Wait in the cell phone lot until the person you are collecting has their bags and is at the curb, then drive to arrivals. Closed during terminal roadway construction; the airport directs waiting drivers to Parking 1 and 2, which are free for the first 60 minutes.
If you would rather park and meet them inside, the cheapest lot is Economy Lot at $7 per hour, $25/day max; the full list is on DCA parking.
