Waiting for an arriving passenger
Wait in the cell phone lot until the person you are collecting has their bags and is at the curb, then drive to arrivals. Take a ticket at the gate and use it to exit.
If you would rather park and meet them inside, the cheapest lot is Shuttle Lot at $5 up to 2 hours, $12/day max; the full list is on PIT parking.
